“What is Medicaid?” It’s a question many have, but few can answer definitively. Confusion about Medicaid is far from uncommon. Even people who have been receiving Medicaid benefits for years and workers who work with Medicaid policies daily are confused occasionally. At its core Medicaid is a program designed to help low income members of specific eligible groups. Having low income is not enough to qualify for Medicaid by itself, other requirements must be met, which vary from state to state. The program is funded by a combination of federal and state funds. Each state’s Medicaid program is administered by that state, but receives funding and regulation from the federal government.
Does Medicaid pay money directly to me?
Medicaid does not make payment directly to the recipient. Payment is instead made to the health care providers who provide services for the recipient. In some ways Medicaid is similar to private health insurance. At the time of services a card is presented to the health care provider instead of payment. In some states the recipient is expected to pay for part of the cost, in the form of a co-payment. This is the same way many private insurance HMO plans work.
Who makes the rules for Medicaid? The federal government or the state government?
While each states Medicaid program has its own particular variations on specific individual policies, the overall rules and regulations for Medicaid are decided by the federal Medicaid program. Adhering to the guidelines passed down from the federal program is what assures state Medicaid programs continued federal funding. This means certain Medicaid policies are the same from state to state, while others vary depending on the desires of the individual state Medicaid plans.
